CEQA - California Environmental Quality Act

California land use regulations require the examination of development projects, albeit private or public, as to the relative impact on the natural environment. TPA provides a full range of environmental studies for land use (zoning) entitlement that may be requiredEnvironmental studies ranging from jurisdictional (wetlands, riparian) delineations to Mitigated Negative Declarations to full EIR's are entirely produced in-house for critical quality control. Federal and State environmental regulatory permit preparation and processing is a key component of the TPA expertise. 

Biological Services

California State and Federal Resource agencies mandate that, with a few exceptions, local agencies are to require survey and analysis of the biological impacts that a project may have on the environment. TPA is a full service environmental consulting agency inclusive of biological, archeological, geological, and environmental issues. Our biological surveys comply with state and federal guidelines, licensing, and reporting requirements. Biological studies are implemented with rigorous university multidisciplinary scientific review and overseen by credentialed terminal degree biologists.

We have an record of implementing environmental regulatory actions to include, but not limited to HANS, Jurisdictional Delineations (both state and federal), city annexationsstream bed alterations, and habitat mitigation and reclamation. 

Jurisdictional Delineations

Over 30 years of experience in California has allowed TPA to process over 600 land use projects in over 90 political jurisdictions. The firm has a complete understanding of the General Plan, Zoning, Conditional Use Permit, Variance, and other state and local entitlement procedures. Staff at TPA has been trained in the public sector and have transferred their skills to private land use needs.
